The Centers forMedicare & Medicaid Services (CMS) wanted to modernize several HR processes and create a more reliable way for Office of Human Capital (OHC) staff and specialists to complete hiring, benefits, and employee relations tasks. CriticalHR processes relied on manual steps and fragmented systems, creating bottlenecks in hiring and employee services while making accurate reporting difficult. BizFlow provided web-based applications, portals, automated workflows, dashboards, and reports to help CMS meet those goals.
Before adoptingBizFlow, many HR workflows at CMS relied on email exchanges, manual tasks, antiquated forms, and steps that varied from one case to another. Hiring managers had unbalanced workloads and limited visibility into the status of a request. Benefits Specialists handled repeated submissions because forms were incomplete or missing documentation. Employee relations cases spent months to process. These issues made it difficult to maintain accuracy, meet deadlines, and keep all parties informed.
CMS needed a standardized system that improved efficiency and resource utilization across hiring, benefits, and employee relations. The agency also needed clearer insight into workloads and hiring activity, including the ability to track actions related to priority initiatives such as the One Big Beautiful Bill Act (OB3A)and the Rural Health Transformation Program (RHTP).
BizFlow implemented an integrated system that automated many of the manual steps CMS staff were used to.
Hiring – BizFlow implemented a human-centered system that streamlines CMS hiring operations. A rules engine checks each submission for accuracy and required documentation, and the system routes it to the right specialists. After approval, hiring data flows directly to USA Staffing. The system also pulls data back from USA Staffing to populateBizFlow dashboards, giving CMS clear insight into hiring activity, workloads, and recruitment progress.
Benefits – BizFlow modernized the system employees use to update or enroll in FEHBand FEGLI coverage. Instead of sending the SF-2809 and SF-2817 PDF back and forth via email, fax or mail, employees now use a guided digital Form that helps them provide the correct identifying information, including the qualifying life event allowing them to make the change. BizFlow routes the automated forms between employees and benefits specialists, sends notifications to users when action is needed, and automatically generates the necessary PDFs containing the updated data when the process is completed.
Employee Relations and Labor Relations – BizFlow strengthens CMS case management by bringing structure, transparency, and consistency to complex workplace matters. Standardized system-guided steps support performance concerns, conduct issues, grievances, unfair labor practice cases, and medical documentation in a clear and compliant process. The system maintains a centralized case history and provides real-time reporting that gives stakeholders the visibility they need to make informed decisions.
CMS now has a centralized system to manage, increase accuracy, and improve transparency. Stakeholders have constant visibility into the status of active and completed requests. Specialists spend less time reviewing forms or asking for missing data or documentation.Employees receive clearer guidance on how to submit cases or requests.Leadership can review real-time information on workloads and hiring activity, including data tied to OB3A and RHTP.
These improvements also reduced the time spent on manual data entry, lowered the number of processing delays, and increased consistency across teams. Integration with USAStaffing made hiring data more accessible. Dashboards helped staff quickly find the information they need to complete their work. The entire solution was built on BizFlow’s low code platform, which supports accessibility, security, and long-term maintainability.
Reliable HR processes make daily work easier for everyone involved. When tasks move through a clear system, staff can complete requests more quickly and with fewer errors.Better visibility helps teams plan and make decisions with confidence. For CMS, improving these processes the agency’s larger mission of providing life-saving healthcare and support to American Citizens.
BizFlow provided CMS with a stable and efficient way to handle hiring, benefits, and employee relations, giving the agency a foundation that can support both current and future needs.
